Occulus is the founder of the post-death arbitration system. He spends most of his time playing billiards, especially with Nona, whose presence he appreciates for discussion. Oculus is strictly opposed to the idea that referees can have human feelings because he says "humans cannot judge humans."
The lotus flower under his chin can be enlarged, allowing him to see through the memories of the people he "absorbs" with.
