Woop Slap is the mayor from Luffy's hometown and has been the mayor for over 10 years now. He was the first person to stick up for Luffy during his tussle with Higuma. He also complained about Luffy's dream of becoming a pirate, saying that would bring shame to the village, however, he later called it Luffy's "destiny" in question form. Although he often criticizes Luffy's choice to become a pirate and his growing infamy (He was disappointed that the citizens started drinking to celebrate Luffy's latest bounty), he seems to actually care for his well-being, such as when he pleaded for Higuma to spare Luffy's life when he was a young boy.
